The Whitetail Refinery site is located in the Gardendale Railroad terminal industrial park, approximately 82 miles south of San Antonio, Texas and five miles north of Cotulla, the county seat of La Salle County
WEC is currently developing the Whitetail Refinery, in La Salle County, Texas. La Salle County is the third largest oil producing county in the state of Texas. The Whitetail Refinery will include a 10,000 bpd crude oil distillation unit; the design and engineering of the Refinery will allow for future expansion.
The Whitetail Refinery is being engineered to create an efficient, ecological and profitable operation. The Refinery consists of a crude oil distillation unit (CDU) with the requisite equipment and storage, including a rail loading terminal. A CDU, commonly referred to as a crude topping unit, is the first processing unit in virtually all petroleum refineries. The Refinery equipment will be instrumented to require minimal supervision during operation and configured to provide for easy access during maintenance. The operational footprint of the Refinery will be approximately 70 acres including storage tanks and office facilities.
The ;re-engineering and permitting phase of the Whitetail Refinery Project has been completed. A site-specific air permit for the Refinery has been approved by the Texas Commission on Environmental Quality.
